The Dublin Council of Trade Unions is to hold a special delegate conference to discuss a co-ordinated campaign of action to oppose bin charges.
The electrical trade union, the TEEU, has tabled a motion at next Tuesday's conference calling for the action.
However, the Executive Council has amended that motion to include a call for a rally of trade unionists on Saturday, 11 October, at Mountjoy Prison.
They have written to all affiliates to mandate delegates on how to vote.
Some observers believe that the outcome will be a test of the authority of ICTU leader David Begg, who last week distanced Congress from the bin charges protest.

Anti-bin tax lobby to target city business refuse depot
As well as pickets planned for Grangegorman bin depot aimed at preventing the collection of city centre business refuse, campaigners said they also hope to stage a large scale protest in Dublin on October 11.
A crowd of around 700 hundred protestors yesterday demonstrated in Molesworth Street opposite the Kildare St entrance to the Dail.
The demonstration heard calls for the abolition of the charges and the release of jailed activists, Socialist Party TD Joe Higgins and party colleague Fingal County Councillor Clare Daly.
The Dublin Council of Trades Unions yesterday said it will be holding a special delegate meeting on October 7 to discuss a Technical Engineering and Electrical Union motion calling for coordinated action by unions against local authority service charges.
